An Election Day eve report by an independent counsel found Sarah Palin innocent of charges in the so-called "Troopergate" scandal, the Anchorage Daily News reports.                                         Petumenos also wrote that an independent counsel hired by the state legislature, who found Palin guilty, relied on the wrong law and misunderstood evidence in his report.
