That's a tie for the record low; the other time approval dropped to 13% was during the lame duck session in December 2010, Politico notes. Independents in particular have a sour taste in their mouth: Only 9% approve of Congress. Meanwhile, 84% of Americans disapprove of Congress, which is a record high.
